U.S. veteran kills one in Times Square vehicle crash, 22 hurt

Ken Bradi, a bouncer at Planet Hollywood restaurant who helped the police arrest Rojas, told the news agency that the accused was screaming and swinging his arms, trying to escape from three people who tried to grab him.

Rojas, wearing the same red T-shirt and jeans he was photographed in the day earlier, appeared subdued Friday during a brief court appearance where prosecutors detailed murder and attempted murder charges. He was taken from Midtown to the Seventh Precinct to undergo drug and alcohol testing.

Officials are awaiting toxicology results, though Rojas "had glassy eyes, slurred speech, and was unsteady", during his arrest, the complaint said.

The dead woman was named by police as Alyssa Elsman, an 18-year-old who was on vacation with her family from MI.

Friends said the sisters and their mother were visiting NY along with a friend. Her sister, with whom she was walking at the time, was also injured when Rojas plowed through.

Rojas is a former member of the armed services with a history of arrests for DWI, according to officials and law enforcement sources.

Court records indicate the charges may have been dropped. He says Rojas was posting "crazy stuff" online that has since been taken down, according to The Associated Press. Other friends say he was having money troubles.

Just last Thursday, Rojas was arrested for menacing after he allegedly pulled a kitchen knife on a visitor to his Bronx home. Police said he was apparently high on synthetic marijuana.

Rojas' mother brought in for questioning Thursday; she said nothing to reporters as detectives led her to a waiting vehicle. "She said Rojas" family is Dominican and that his mother is a "sweetheart" who sometimes makes food or coffee for the beauty salon's workers.

One neighbor says Rojas is a "good person" and he doesn't know what happened to him.

"It is believed to be an isolated incident, it remains under investigation", NY police said on Twitter.

Rojas, 26, who suffered from "psychological issues", told police he expected officers to shoot him, according to the source. "There was no indication it was an act of terrorism", he told reporters on Thursday. A law enforcement official said certain statements and tests suggest he was under the influence of something he ingested through smoking.

In one of his two previous DWI arrests, Rojas was driving faster than 99 miles per hour in a 50 miles per hour zone, sources familiar with his record say.

Rojas was also arrested on suspicion of battery in 2012 at the Mayport Naval Base in Jacksonville, Florida, where he was stationed at the time.

"I wasn't even all the way in when the vehicle sped by", perhaps 10 feet behind her, said Long, a 54-year-old who was in town to see a musical.

The high-speed 11:55 a.m. crash - which authorities initially said appeared accidental, and which is not believed related to global terrorism - left an 18-year-old woman dead at the scene and another 22 injured, New York City Mayor Bill de Blasio told reporters. The five counts of aggravated vehicular homicide are for the death of Elsman and four victims who are in critical condition.

Witnesses described a harrowing scene that started with screeching tires and ended with screams, chaos and a fiery crash at one of the world's most visited sites.
