Speeding car kills one, injures 20 at Times Square, terror ruled out

He was taken into custody in Times Square by officers after his Honda Accord ended up wedged atop pedestrian safety bars at Broadway and West 45th Street, police said.

Ken Bradix has been a bouncer at Planet Hollywood for 17 years.

Bradix says Rojas was screaming and swinging his arms and got away from three people who tried to grab him. Police then handcuffed him. Rojas works as an official notary, but when a client arrived at his home to get an annuity notarized, Rojas lashed out and accused the person of stealing his ID.

Quoting unnamed police sources, ABC News said Rojas had apparently been high on synthetic marijuana when he crashed into his victims on Thursday. The circumstances surrounding the court-martial were not immediately available.

The 26-year-old was in custody Thursday.

Ms Elsman was killed when a vehicle driven by a 26-year-old with a history of drink driving ploughed through the crowded tourist attraction on a hot, sunny day in NY at lunchtime.

Rojas, who according to Navy record was enlisted in September 2011, has been embroiled in several legal cases in the past. They don't indicate why.

The one fatality from Thursday's crash is 18-year-old MI tourist Alyssa Elsman, who was visiting the city with her family.

Alyssa Elsman, 18, of Portage, Michigan, is seen in this Instagram photo. It stopped when it struck a metal stanchion. She was on a trip with her family, including her 13-year-old sister who was also struck, and taken to an area hospital for treatment.

But investigators quickly turned their focus to the sobriety and mental health of the driver, identified as Bronx resident Richard Rojas.

But during his local Navy duty from 2012 and 2014, he was charged with battery and resisting arrest without violence after a taxicab driver said he was attacked outside military barracks on base at Mayport, according to the arrest report.

Law enforcement sources told Eyewitness News 26-year-old Richard Rojas appeared extremely impaired after the crash. They spoke to The Associated Press on the condition of anonymity because they weren't authorized to speak publicly.

"People were being hit and rolling off the vehicle", pedestrian Josh Duboff said, before explaining he jumped out of the way to avoid being struck.

Rojas' motivation was unclear, but Democratic Mayor Bill de Blasio said there was "no indication that this was an act of terrorism".
