Ransomware Attack: Some ATMs Remained Shut Across India to Escape Attack

Indian Computer Emergency Response Team (CERT-In) has come out with a list of do's and dont's and webcast on how to protect networks from the global ransomware attack.

The most recent ransomware attack occurred this past Friday and continues into this week.

The result paralyzed the computers of massive organizations across the globe and demanded an unlocking ransom of $300 in bitcoins.

Microsoft had released in March a patch to fix the flaw exploited this week, but many computers, particularly older systems or devices that hadn't been updated, remained vulnerable. A lot of organisations and individuals in India still rely on the Windows XP. "It would arguably be knowingly negligent to let those systems stay in place".

Lawrence Abrams, a New York-based blogger who runs BleepingComputer.com, says many organizations don't install security upgrades because they're anxious about triggering bugs, or they can't afford the downtime.

Some 47 NHS trusts fell victim to these ransomware attacks resulting in devastating consequences for some patients, as operations were cancelled and medical records held for ransom. Since then, Microsoft has issued new updates specifically for the WannaCry attacks and copycat attacks.

Dore said companies that faced disruptions because they did not run the Microsoft update or because they were using older versions of Windows could face lawsuits if they publicly touted their cyber security. In Australia, Cyber Security Minister Dan Tehan warned that there will always be threats of cyber attacks despite measures to intensify the country's cyber security. "It would be deeply troubling if the NSA knew about this vulnerability but failed to disclose it to Microsoft until after it was stolen", said Patrick Toomey, a lawyer working for the American Civil Liberties Union.

The state government had tied up with a cyber security company to start a two-day statewide helpline that will guide people who fall prey to cyber crimes or have any queries about them. Courts have consistently upheld those agreements, he said.

The argument that it's the NSA's fault has merit, according to Mr Alex Abdo, staff attorney at the Knight First Amendment Institute at Columbia University.

The source of the attack is a worrisome issue for the USA government because the software is based on cyber-tools developed by the National Security Agency (NSA).

On top of that, the NSA would likely be able to claim that it is shielded from liability under the doctrine of sovereign immunity, which says that the government can not be sued over carrying out its official duties.
