France's Macron says European Union treaty change not taboo

Whoever emerges in charge of Germany after elections in September - Merkel remains the favourite - they should find plenty of common experience with their French counterparts. The choice of Mr Philippe is aimed at drawing more defectors from The Republicans.

German Chancellor Angela Merkel may have broken with protocol to back Emmanuel Macron's candidacy.

"Before thinking about reform of the EU, France has to restore its partners' confidence in it and provide guarantees on the budget", said Charles de Marcilly of the Robert Schuman Foundation.

When Britain leaves the bloc in 2019, France will be the EU's only member with nuclear weapons and a permanent seat on the UN Security Council.

Crucially, both leaders said they were open to the idea of changing the EU's treaties.

Macron is also working Tuesday to form a government after naming low-profile, center-right Edouard Philippe as prime minister.

Underlining concerns over Macron's proposals, Germany's biggest selling daily Bild warned that before seeking deeper European Union integration, "France must once again be at the same level as Germany politically and economically".

French President Emmanuel Macron's office is delaying the announcement of the new government while authorities check the tax records and backgrounds of potential ministers.

A large group of onlookers, some carrying European flags, stood outside the chancellery as Mr Macron arrived.

But Merkel papered over the differences, saying that "from the German point of view, it's possible to change the treaty if it makes sense".

Briefing journalists before he travelled to Germany on his plans to "relaunch" the European Union, create a joint national budget, parliament, and finance minister for eurozone nations, Macron clearly caused concern amongst some.

The statement was a clear nod to Germany, which has been vigorously opposing the idea of taking responsibility for the debts of weaker, crisis-hit European Union member states.

"I am not a promoter of the mutualisation of old debt" within the eurozone, said Macron after meeting Merkel, adding however that the joint financing of future projects should be considered.

Mr Macron said that he would work with Mrs Merkel on a "road map", and that they needed to work on "deep reforms that are necessary and need common work".

"The elections in the Netherlands and in France have made us aware what a treasure we have with Europe", Merkel said during a press conference with Macron on Monday.

Marine Le Pen on Thursday sought to play down differences within the party, but acknowledged that the question of the euro had unnerved a few in her camp. "We understand the importance of German-French relations and I recognize my personal responsibility for decision-making while the European Union is at a critical moment in its history".

Macron will be helped by a gradually improving economy.

The rest of the government is expected to be announced on Tuesday afternoon.
